Sydney and Melbourne are both significantly more urban than Atlanta though. It's not just that they're denser, the built form itself is more urban (neighborhood commercial streets, rowhouses, tightly packed bungalows, etc.). In reality, the feeling of "urbanity" correlates quite well with density. They can't really be separated to say something like Atlanta is urban even though it has suburban densities
