Well, it doesn't take a genius to predict that if you massively increase the property values in built out areas by catering to high end investors and developers, the existing middle to low income population will be displaced to cheaper areas. The cities always knew and wanted this effect to increase tax revenue and push the poor away and out of sight with the agreement of existing property owners who expect values to keep increasing.
