Interstates 75 and 85 combined have eight lane freeways through downtown. I would say that Houston, Atlanta, maybe Phoenix, Dallas, Los Angeles, San Francisco, Chicago, and New York would probably be the cities with the largest freeways. Maybe Seattle as well.
Seattle does have one massive freeway cutting through downtown: I-5. It's not as monstrous as those found in Atlanta/Houston/Dallas/L.A., but it does break a lot of urban cohesion between downtown and Capitol Hill. I actually think Seattle has one of the lowest per capita miles of freeway in the country. There are really only 2 major interstates, I-90 and I-5, and no beltway system or feeder roads like you find in the sun belt.
Out of all the cities Ive seen I would say that Los Angeles is first followed by New York and Houston. Look at the Houston Katy freeway redevelopement. I think its the biggest freeway project in the country right now.
New York does not have freeways. It has parkways and expressway like a poster mentioned before.
There are relatively few park/espressway miles within the city of New York. The parkways/espressway that do exist are not wide at all, and believe me, there is absolutely NO way to expand them.

Which is nothing to brag on and it's stupid. Adding lanes on a freeway does nothing but add more cars on the freeway which adds more traffic, stress, and headaches. What's going to happen when the traffic gets worse, widen the road more? Than you'll have a 40 lane road and you pave over the entire freakin state. I wonder when we will come to grips that building these gigantic freeways does NOTHING to relieve traffic. Glad Houston is building the light rail system.

Exactly. Adding lanes to a freeway doesn't cure traffic congestion any more than buying bigger pants cures obesity.
Sorry guys, but I don't think the Phoenix project will topple Southern California. The "El Toro Y" in south Orange County, only about four miles from my house is 26 lanes and the widest area of highway in the USA.
The Phoenix project is the largest proposed project of this decade though. I go through the El Toro Y all the time. Before the construction, it took HOURS, just to go through this interchange, but now, even though there is traffic often, you are still moving at 20-35 mph, when before you literally just sat there. If the traffic is really bad, this 24 lane project could be beneficial for Phoenix if they have a traffic problem like we used to.
New York City and the Metropolitan area has tiny highways. The Bronx River Parkway is skinny, it's all pretty skinny because a lot of them go underground sometimes or partially underground.
