Excluding its suburbs, Chicago itself only has I-90/94, I-55, and I-290. Lake Shore Drive (US-41) has some freeway, but it's mostly busy with stoplights and intersections in and near Downtown.
The West Palm Beach, FL area (metro population 1.4 million) has but two freeways, both of which run north-south: I-95 passes fairly close to downtown but does not enter it; the Florida Turnpike is quite a bit to the west of there.
Thankfully, Philly only has two major highways: I-95 and I-76. I-676/US 30 and US 1 also take the form of highways, but nothing that stretches across the city. Imo, the city should demolish I-95 and re-route it through NJ.

They wouldn't have to build a new one, because your re-routed I-95 is already there -- the New Jersey Turnpike. Slap up a few "I-95" signs and voila, instant interstate!
