Nova Scotia is a province and Kelowna is a city. Kelowna is tourism oriented and has a wide range of summer and winter activities; any business established there should probably have tourists in mind. Halifax is by far the most significant urban center of Nova Scotia and you'd probably do better posting in a NS-dedicated forum. They are very different places in Canada.
I dont know which one is better place to live and run bussiness.
It's better if you live both of them and give me your experience about both of them. If not, just one and I can compare to other opinions.
