In terms of collections? Architecture?

The St. Johnsbury Athaneaum is gorgeous. There is a beautiful art gallery located inside.

Bixby Library in Vergennes is also beautiful architecturally.

I don't know if it's still possible, but you used to read occasionally of case in court where the parties arranged to take a deposition with the lawyers being on the U.S. side of the line and a witness staying on Canada.

As far as collections, probably the library at UVM and the Vt Historical Society archives are the most important in the state.

In terms of books, there is a thing called "inter-library loan" so if one library has it, you can get it.

The library in Vergennes is absolutely BEAUTIFUL!!!!
