Just backed up and restored my PS3 to a larger hard drive only to find out my Rock Band 3 imports from Rock Band 2, Lego, Rock Band, etc. didn't come over and that is by design. From what I have read, I can't get them back but if anyone knows different, please tell me.

What's Ubisoft got to do with this?
RB3 was published by MTV Games/Mad Catz. RB1, RB2, were published by MTV Games/EA, Lego RB was Time Warner Games/MTV Games, The Beatles RB was just MTV Games, of course the whole bunch were developed by Harmonix.
Thing that's strange though is that I've got RB3 for the 360, and have replaced my console and HD, transferred the content over via USB, and still have access to all my RB, RB2, and DLC content, both while offline and online.
For DLC you can re-download them off PSN as long as you are using the same PSN user ID.
By the way, drop the plastic guitar toy and plug in a real guitar - Rocksmith is where it's at.
I'd rather just have fun with it rather than commit the time to learn real guitar. Thanks for the suggestion.

Is this a PS3 limitation?
For some reason, I thought it was published by UbiSoft. I've read that others have this same issue but maybe I just need to go back and download/import the songs again.
