Yes, but I played the arcade version and the home version in 98/99. The arcade version was at a local bowling alley I frequented and the console version at a friends house.
I loved the first Burnout, and on NFS: HP2 my favorite track was a tie between Autumn Crossing and the point to point Alpine track (can't remember the name) but if you were able to bring up enough police presence on those tracks things got WILD!
A couple of my honorary mentions are Andretti Racing (PS1 1996) but I really played it in 1999 as well. And Big Mutha Truckers from 2003, I had never had so much fun being a hillbilly trucker in "Hick State County. Deep South USA" running from cops and messing with bikers.
Only five of my favorite racing games came out between 1999 and 2004.

2) Gran Turismo 3 A-Spec- Sony Playstation 2 (2001)
3) Mario Kart: Double Dash!!- Nintendo GameCube (2003)
4) Daytona USA- Sega Dreamcast (2001)
5) Crash Team Racing- Sony Playstation (1999)
F-Zero and Mario Kart. And also, that amazingly frustrating yet exhilarating jetbike race from Battletoads. Anyone else remember that? Does that count?
