Whatever works. I'm confused how PG is being shortchanged versus MoCo though if more MoCo residents file later than PG residents. Wouldn't MoCo also be entitled to more money?

Based on the article no they wouldn't be. Essentially their argument is that by the current cut off date the majority of PG residents (especially the more affluent) have filed while Montgomery Co.'s more affluent residents haven't giving the appearance that Montgomery County doesn't have as much money as they actually do if they benchmarked on the Oct 15th date.
