I'm not surprised by DC's standing. I attended DCPS and there is a very substandard level of teaching/learning. Everything is reviews from prior years; rarely is there new and/or relevant material. The teachers are unmotivated and students follow suit.

My daughter was stuck in DCPS until 3rd grade when I transferred her to MD. I was shocked at the difference in curriculum....it was night and day. My 12 y/o nephew remains in DCPS where his lessons consist of elementary-level spelling tests and basic Mathematics (no mention of Algebra in sight).

While some NW high schools (Banneker, Dunbar) have some decent programs, students stuck in SE, SW & NE are SOL.
