please advise on commuting - either by car (time and directions) or by metro (time and directions).

You want to drive definitely, as there are no metro stations in Potomac.

Sorry but that sounds like a hellish commute!!! Even if you drove over to the Bethesda metro you'd still have to go all the way around the red line to get to Silver Spring... is there a way you can go north, against all the rush hour traffic, and pick up a MARC train into Silver Spring? I don't even know if MARC goes to SS... sorry
