I am starting school at GW this fall and have found a great deal on an apartment in the Washington Apartments complex on 7th St. It is right near the Convention Center, Chinatown, and the Mt Vernon/Convention Center metro station. I know that there is crime everywhere in DC, but I've heard and read mixed reviews on whether or not this particular area is relatively safe. Any thoughts?!!
Do NOT take that apartment. It's a tremendous area geographically speaking, however Washington Apts is a former section 8 housing complex, built on the cheap, next to other large section 8 housing projects.
That apartment complex still accepts section 8 vouchers too..... Not the best place to live at you might want to look somewhere else west of that location.

I have talked to a cop who says that because its only 3 blocks from the White House its very safe and has a good police presence. I've heard that because of the new Verizon center and other new touristy-attraction type places in that area that the city keeps this area very clean and safe. But I also have heard reviews similar to what Avtomat and KStreetQB are saying.

The problem is not safety, it's that it's low income housing so you may have to deal with people throwing their garbage, screaming matches at 1:00 AM, honking the horn to get others to come out etc. You will hear noise through thin walls, and maybe the ceiling leaks from time to time. If that's worth it to you, than go for it.

Okay so would anyone think that the ledroit/bloomingdale area is safer? I read somewhere that anything east of 13th street is sketchy..
It's block to block. A reasonable (though by no means foolproof) method of quickly determining relative safety is by locating the proximity to largescale public housing complexes. There are few of those in Ledroit/Bloomingdale, and that coupled with the fact that those are both almost entirely residential neighborhoods means that they're goign to be less noisy/sketchy than some areas in Shaw. But understand that these are broad generalizations, and should be taken as such.
Generally speaking, DC's roughest neighborhoods are going to be found east of 13th Street, but that doesn't mean that all areas east of 13th should be avoided.

Mount Vernon Square is a lot further than "3 blocks from the White House" - it's a full mile away.
