One of the Transformers movies was filmed in DC, partially anyway
I think A Few Good Men's DC shots were mostly filmed in DC
Depending on your definition of "surrounding areas," there's obviously The Wire in Bawlmer.

I heard that a lot of movies/TV shows that supposedly take place in DC are often filmed in Philly. Similar architecture except the buildings are taller.

I think I have heard this too. Dont remember where though.
Some of the more famous TV shows through the years that I can remember that was set in DC and vicinity were "The West Wing", "The District", "Hawk", "The X Files", "NCIS", "Bones", "The Six Million Dollar Man", "DC Follies", "E Ring", etc.
