I wouldn't call H Street a hipster haven. I feel like it went through an accelerated gentrification process, which never really involved many of the wannabe-artistic types. It's also close to Capitol Hill, which has a more conservative flavor than Dupont, U Street, etc.

The Rock and Roll Hotel and the Red Palace are very hipster in general. The rest of H St is more yuppie than hipster.
In fact, if you look at this whole Forbes list, it's really more yuppie neighborhoods than hipster neighborhoods.

Yeah, I don't think DC has that many hipsters. The Black Cat, the 9:30 club and the Big Bear Cafe probably have the highest concentration of hipsters. Bus Boys is really not much of a hipster setting at all.

a. real hipsters dont want to be in someplace labled hip
b. even semireal hipsters (including ones who read forbes) dont want to be in a place labled hip by Forbes

The process was accelerated, cause Joe Englert saw potential and grabbed it.

I do get the impression there are some artsy type people there, at least by DC standards. I was at the festival and it seemed to have lots of stuff people associate with hipsters, including irony, an irreverent sense of fun, and lots of cycling oriented stuff. It also had people of all ages and races.

DC has no real hipster area other than college campuses. Hipsters live in inexpensive places close to an art scene. No midwest hipster dreams of moving to DC lol, artistic people don't like cultural voids.

Tons of culture on display at the H Street Festival the other weekend, where thousands of people showed up. Even if you don't like that kind of culture, it's far from a "void," which would imply the culture doesn't even exist.
For example, I might not like go-go music, but it still exists and is a form of culture, so by definition not a void.

Also I see tons of hipsters who are well beyond college age at shows at the Black Cat, Rock n Roll Hotel, Red Palace, DC9, etc. Maybe they're not as hipstery as what you'd find in Brooklyn but these are definitely people the average American would call hipster.
