I'm surprised the list didnt include Maryland, where I'd imagine you can get a fairly decent 1BR for that price range in Silver Spring, parts of Rockville, Gaitherburg/Germantown and beyond.
Bottom line: Rent is incredibly expensive here, and for good reason - but the OP needs to take a few steps back in glorifying the DC area more than it needs to be.
Side note: I do enjoy living here a lot

This would go for every other metro area as well. The places with good schools and no crime are always really expensive. Same story different place. The difference is, for major metro area's, we actually rank way ahead of the pack. You would have to deal with the same issues anywhere you go when looking at similar area's.
