I am not knowledgeable about zoos in general but I am from San Diego.
I don't understand how both large zoos (SD is bigger)
have lots of tourist visitors year round,
lots of labor intense animals like Primates and Pandas,
both are known as 'research zoos',
both are world known 'Destination Zoos'
yet San Diego has a depth of lots of animal variety and research yet Washington's seems to always be a hot mess-missing empty enclosures, limited animal viewing, I have an impression that SD pays for the best and DC tries to intern out all the work.
