How is the parking situation at and around Penn Quarter on a Sunday?

Where do you park and do you have to pay?

Parking on the street on Sundays in DC is free. None of the meters or parking restrictions will be active, so you can park wherever you can find a legal spot (for example, not blocking a fire hydrant or under a "no parking" sign). You might not immediately find a spot but budget like 10 or 15 minutes and you should be able to find something within walking distance of your final destination. Once you find the spot you can leave the car there all day and it won't cost you anything.
The only alternative is going to be parking garages that will cost you $15 or so. You can find those at websites like bestparking.com

No, you have to pay on Saturdays.

The downside to the free parking on Sundays is that it can be maddeningly hard to find a spot. It's much easier on Saturdays.

In addition to not parking in front of a fire hydrant, make sure you don't park in a handicapped spot (they have handicap sticker on meter).

When I park in downtown, I try to go away from the highest pedestrian activity and walk a few blocks. For Penn Quarter on a Sunday, I would look closer to Judiciary Square. IMO
