Our friends are driving back home tonight and expect to hit the DC area around 9pm. They are asking me if they should use 295N to get through, or if there's still construction, etc, in the way. last time I drove through (April 2013) our GPS routed us onto Penn Ave for some unknown reason, and that was a bad route. Can anyone advise quickly, since they are on their approach right now? Thanks!!
If you have a mobile with Google Maps you might check when you get close to make sure traffic is moving on I-95. As a general rule there would be no reason to take I-295.

Question though, what is the reason NOT to take 295? Looks like a straight shot, whereas 95/495N heads east on a loop around DC. I would've thought 295 would be more direct and faster, providing there's no traffic or construction...

I-95 is wider and a much better road overall.
No time is saved using I-295. It takes about 30 minutes either way to get to Parkway meets I-95/I-495 interchange. I-95/I-495 is more simple and less confusing for someone who isn't familiar with the area.

Trust the people with local knowledge. I-295 is confusing, narrow, and more prone to congestion than I-95. Any time savings would be inconsequential.
295 is most likely fine at 9pm. Last I checked, the map programs hadn't been updated to the new routes from construction, which is why you got diverted to Pennsylvania. Just tell them to stay on 295 til they get through.
