I'm looking to move into an apartment in the Chinatown/Penn Quarter area with two other buds of mine. We're all 23. I've read a lot of reviews of the Meridian, Mass Court, Avalon at Gallery Place. We're looking for a place where we can meet people, but don't want it to be a frat house. Some of the stories out of the Meridian are a little scary.
Does a place like that exist in Chinatown/Penn Quarter? Something a little less toned down from the Meridian? If not, what other areas in DC would people recommend based on our interests?

You may want to try Mt. Vernon Triangle which sits right next to Penn Quarter. There are a lot of new buildings open in Mt. Vernon and Penn Quarter so you may want to check on rental specials.
apparently, there are some row houses just behind, like 4 blocks from north of meridian. Maybe you can have some luck there.
Those apartments are rip off btw. Tiny little hole, and costs arm and a leg. You can do a lot better.
I have no idea what you're looking for though. you want a place "where we can meet people", which is something you can do anywhere, and at your age, probably better in Clarendon or Ballston va
