Georgetown has been on the decline for decades now. It used to be the big nightlife spot for DC back in the 80s and earlier but since about the late 90s it has waned as other parts of the city have gotten safer and more developed. A lot of the once-popular spots in Georgetown have closed. The main draw now is boutique shopping. At night, it's pretty quiet compared to the actual current "hotspots" like U Street or H Street.
It seems like mainly tourists and students from George Washington and Georgetown hang out in Georgetown these days.

This.
Georgetown has very few nightlife spots now. In terms of what you're looking for (also going by what kind of social scene you seek based on your threads in the NoVa forum), the Four Seasons hotel bar is probably a good option for you - keep in mind though, its very upscale and pretentious.
Better nightspot options for you are Dupont Circle, Mid-town DC, Logan Circle, U Street and H Street (though I havent hung out much at H Street, but have heard good things).
G'town is still pretty good for dining/eating in my opinion. Places like Bodega, Il Canale, Neyla etc are solid option for good food and/or drink, but these venues are more the type of places where you go on a date, not so much places where singles would mingle.

I agree with the previous 2 posts. The only people I know who hang out in Georgetown at night are people who come from outside the city and don't know the other neighborhoods or just want to be on the water. Myself and most other people I know in DC steer clear of Georgetown since it is usually full of college kids, is very pretentious, and isn't worth the aggravation of getting to.
Thanks, Are people friendly here ? They seem friendly in NOVA.
It's a generalization. I've met some good people in DC but great doesn't come to mind in the two years I've been here. Lots of people in this city have over inflated ego's for some reason. There are plenty of douchy and cold people but there are also nice people. Whenever I go out it's amazing how many average looking women think they're amazing and have seriously high expectations in a potential mate. I find the women in NOVA to dress better and act more like ladies than here in DC. DC people tend to be cold, unfriendly, and have warped perceptions of themselves I find.
^^ are you talking about Bayou on Penn Ave? If so, when did it close? I walked by there on Monday and thought it was still open.
To the OP, check out Bodega in Georgetown for happy hour. They make great mojitos. And as some of the other posters said, there are better spots elsewhere in the city to hang out.
