Virginia built a 12 mile subway line in almost the same amount of time that it's taken DC to build a 2.5 mile streetcar.
Having said that, the current DDOT Chief sounds like he actually knows what he's doing and it looks like to open by the end of the year.
It will be well worth the wait. Just think of the tens of thousands of Maryland and Virginia suburban and exurban commuters a DC streetcar will take off the roads. It is the best way to address regional traffic congestion by far.

I'm still trying to figure out why people think of this as a transit project. It's only an economic development project. Those 400 unit highrise buildings all the way down H Street are only there because of the promise of a streetcar. In fact, the H street connection development actually put off construction for an additional 3 years because they said they wanted to make sure the streetcar was actually going to happen and are now breaking ground next quarter. Without the streetcar, the redevelopment along this corridor would have been in the 6-4 story range instead of the 9 story range much like most of 14th street other than the 14th and U intersection. You will see probably close to 2,500 housing units coming to Hechinger Mall at some point in all highrise buildings too by the way.

One wonders why developers don't build these things themselves.

Time for DC to build 2.5 miles of streetcar: 6 years 9 months (April 2009 - January 2016)
