If one has a Canadian driver's license does one have to do the road test when one applies for the WA driver's license? According to the WA DMV website, Germany is the only country with which WA has a reciprocity agreement.

My friend who moved here from Canada still had to do the WA road test. Even though she has US citizenship, previously had a US license before she moved to Canada, and only lived in Vancouver for 2 years.

Is the road test hard? Do people who have driven for many years elsewhere go to driving school in WA to brush up before the road test?

I can confirm that the road test (in addition to the written) is required. I think like all road tests it depends on who the instructor is, but if you're a reasonably experienced driver it shouldn't be an issue. Spend some time learning the nitpicky rules in the written manual and know how to parallel park and you should be fine. The person I know passed it without incident..

The poster zedd makes a really important point: study the WA driving rules manual. I mean study it.
Parallel parking is also a skill that matters in the road test. Using directional signals also matters. And using wise judgment matters.
