Somewhere in Newfoundland or Labrador. But nowhere gives an exact match. Most of Newfoundland has similar winters but warmer summers being further south. SE Newfoundland has warmer winters but similar summers. And Labrador is at the same latitude but is not as maritime as Petropavlovsk (Petropavlovsk has a sea to the west and east) so its winters are much colder.

I wonder about Cartwright (I think that's the spelling). Summers are cooler than SE Newfoundland I think.

There are no close matches to Petropavlovsk in Canada... closest might be St. Anthony, NL

Winters are slightly colder, but summers are only a few degrees warmer.

Cartwright's winters are much colder than Petropavlovsk.

Looks to be the closest match. Winters nights are about 10 F cooler, but highs aren't far apart. Rest of the year is fairly similar, give or take a few degrees.
