Yes, that's what I was saying a few weeks ago, a dry -20C in Winnipeg might feel warmer then a damp -10C in Toronto!
I've never found lower humidity to feel warmer than higher humidity at the same temps. I understand that some people think they feel colder at higher humidities cold temps, but I think that it's all in the mind as there isn't an explanation why that would be so.

I think it's just the things that are correlated with damp cold (in coastal regions or by lakes) -- cloud, rain, wind, etc.
This is a really interesting climate and looks like a fascinating place as well with all of the Mexican architecture.
There's a lot that I like about this climate (warm summer highs, very high sunshine, etc.) but I'd say the negatives outweight the positives -- the long, cold winters and cool summer nights being the main issues.
The summer seems nice enough, but those winters are brutal, and the temperature swings must make it hell for getting a garden healthy; I'm thinking lots of frost and a short growing season.
Toss up between C-/D+ because of the cool lows and high diurnal range, on first glance. I would feel disappointed by the nightly chill after such pleasant sunny highs, spring to fall. I'll go with D+.
Lows are too close to freezing much of the year so even though the highs may be what I like Apr- Oct, it cools down to unsummery temperatures too much when the sun goes down (not comfy for warm evening strolls).
Because of that, I would rate it even a little less than more humid continental climates like Toronto, Chicago or Montreal I'd give C's to (where the length of summer judging by highs is similar or a bit shorter, but at least the summery feeling lasts day and night).

I accidently voted C, when I meant to vote B. This climate is a B/B+. The winter highs aren't cold enough, the nights make up for the "warm" day time temperatures. I like the sunshine and the lack of humidity. I also like how summers aren't that hot and it gets cool at night. Even if it was get into the 90s during the day, overnight it would be in the 60s.
If I was to leave the Great Lakes, I would move to the intermountain west because I love the mild four season climate and sunshine.

I wouldn't call -12C 'cool' lol. Too cool/cold most of the year for me. Probably a D.
