Its pretty ilogical, huh? I think so, too. Argentina is a HUGE country (8th in the world) , and weather is temperate for the most part, and one of the coldest places (Usuahia) isnt even colder than NY in winter (i learned this in city data) . Anyways, i mean weather is comfortable in the whole country all year, and argentina only haves 40 millon habitants, and the Patagonia (a beautiful place, with coasts, mountains, glaciars and a variety of landscapes hard to find elsewhere) is practically unhabitated. Of the 40 millon people, 14 millon are in BA metropolitan area, and then there are also a lot of people in Cordoba, Rosario, La Plata, Mendoza and Mar del Plata (maybe im forgetting one of two of the major cities here). Anyways, it makes no sense, Argentina is a centralized country and its been like this from the beggining (see "unitarios y federales" battles in the 19th century), majors change need to be done so everything isnt concentrated in Buenos Aires. Even the inmigration (wich is huge lately, specially from other parts of latinamerica) come to BA in thousands. BA is crowded like hell.
If i save enough money, i will love to live in the Patagonia when im old. The place is stunning and the weather suits me better than this humid hell.
I agree on moving to Patagonia. And to add to the reasons why there aren't major cities in southern Argentina, I would say that the direction in which the country was settled (from North to South first, and then from Center (BA) to to the Interior), leaves Patagonia as the last portion to be populated. So, there's an extra effort needed to settle in the South, which in a way has been made. For example, in the far South some products have tax exemption (or at least it has been so in the past, I don't know now).
Back in the 80s there was a project to move the capital from BA to Viedma, in the province of Río Negro, with the intention of give the region more prominence, among other things. Construction of government buildings started in Viedma in the eighties, but things were interrupted. The act is still in effect legally (it has never been abolished), but nothing else has been done since.
