But I've been to Southern California's coast in a 40C dry day and the SST was at 21/C and it felt good jumping in and out if the water.. Such a unique feeling..
I've done that in Long Island (well the air was 38°C - 39°C; though a bit inland, not right at the beach; I assume the same must be true in southern California. Refreshing, but after a while it still feels too cool; beach temperatures at 25°C are much better.

Try 38C/101F with a water temperature of 16C/61F. That's what it was on July 30, 2006 at Park Point in Duluth, MN. The cold water made the air temperature feel a LOT lower when you got out of the water.
Ideal beach weather is around -40F/-40C to 32F/0C. Below -40 is too cold to stroll along the beach. Above 32 the ocean thaws and snowmobiles can't be used, so no fun.

Although a bit amusing, you have a point there. For wintertime those conditions would be good, like in my own dream climate, but I'd prefer my water in the form of a frozen lake.
I live close to the North Sea and i do like to spend some time here on sunny days.
My ideal (summer) beach weather is about 23 to 27°C outside and a water temperature of 20 to 22°C, so its good for a swim.
