I would say that it would be in Somewhere in Canada.

London does get quite hot but not average.

Above 55n it is really hard to get above 24c in the summer as the hottest temperature especially if there is a ocean nearby.

I don't know the answer, but here are some hot 2010 stats for a couple Eurasian locales:
34.9/23.1 in July and 33.7/22°C in August in Kamyshin, Russia (with a 37.4/24.1°C 31-day average straddling over the two months)
36.3/22.3°C in July in Chapaev, Khazakstan (with a 37.7°C 31-day average high straddling over the two months)
Meteociel - Climatologie mensuelle de Kamysin ( Russia )
Meteociel - Climatologie mensuelle de Chapaevo ( Kazakhstan )

Somewhere in Russia in July 2010 would be my guess, anybody more familiar with that part of the world?

Here's Saratov, mean of 81°F assuming wunderground is accurate. 51.6°N, so probably hotter than places further north in Russia.

Those stats are incredible for above 50N- they look more like North Africa than Siberia!

So here are the averages (going by (Tx+Tn)/2):
29°C/84°F (07/2010) at Kamyshin (50°05')
29°C/85°F for 07/2010 at Chapaev (50°12')
31°C/87°F at Kamyshin (straddling 07-08/2010).

There are probably hotter stations nearby, I didn't check them all. I wonder how do the Canadian prairies of the Dust Bowl compare? Or the Gobi desert on its hottest month?

I had trouble finding Canadian stations that go back that far. Of American ones, Fort Assinniboine recorded a mean of 79.66°F (26.5°C) in July 1936. Max was 96.0°F, min was 54.3°F. February that year had a mean of -14.26°F (-25.7°C). But the station is at 48.5°N. July 1936 during the dust bowl is the warmest month on recorded for the northern US prairies, and I assume for the Canadian praires as well. A couple other stations in Montana and North Dakota were similar Fort Assinniboine in July 1936. Still nowhere close to the temperatures you found.
