1. This is just something that the Weather Channel is doing. It isn't anything "official" like the hurricane names.
2. This is a list of names for winter storms, which is completely separate from hurricanes.
3. TWC determines which storm deserves to be named or not
It is a ridiculous, and potentially dangerous idea. Check your homeowner's insurance policy. What you will probably find is that if you are submitting a claim for storm damage, you have a $500 or $1000 deductible. However, if you are submitting a claim against a NAMED storm, you have a deductible equal to 1% or 2% of the value of your home. If this cutesy little idea catches on, it could cost homeowners millions of dollars in lost reimbursements when the insurance companies, who are already looking for ways to minimize their losses, decide to enforce the named-storm clause.
The Weather Channel is in permanent hype mode. So much sensationalism... I don't watch TV anymore, but I wouldn't be surprised if all the weather people there sound like they've had one too many cups of coffee.
