Pretty sure I've done this in another thread, but what the hell:

The first few days of March that year were just a continuation of the very cold February, our coldest month of the past 50 years. I haven't been able to find exact records but I think we probably had over 30 consecutive days of snow on the ground, which hasn't been matched since. April that year was the second coldest of the 20th century too just as February was, which also hasn't come close to being matched since.
I can't find the 9 pm conditions, but given that it was -9.1C the following morning I suppose clear skies is a safe bet. A high of -0.2C might not sound that cold for late winter, but we've only had six more March ice days in my lifetime, and four of them came in a very freakish March 2013.
