Minneapolis quite easily for me. I don't think I could tolerate Reykjavik summers, or rather "summers". Minneapolis is also way sunnier.

Reykjavik for the lower sunshine hours and cooler summers. Summers are cooler than ideal, but I'll take 57 F over 83 F.

I think I'd go with Reykjavik. I tolerate cooler-than-I'd-prefer temperatures year round better than hot/humid ones and single/low double digit ones. Also, appears that Reykjavik gets a lot less snow. And has aurora borealis
