Eureka is a small town on the northern California coast with foggy cool to mild weather year round climate. It's key feature is LACK OF WARMTH IN SUMMER- ALL TIME RECORD HIGH FOR JULY IS ONLY 76 F. Temperatures are between 40 and 65 degrees 99 percent of the time. No snow in winter. Summer is foggy and breezy most of the time so you can't even enjoy the sun in the 60 degree weather cuz the windchill and clouds make it feel like low 50s, even during the day. Falls and springs are sunny but breezy also in the 50s. Winters are somewhat rainy but more of a mist, drizzle all the time, no thunderstorms and rarely heavy rain. Wow! That's a toss up! I can't vote!
Can't beat fog and no sun! And consistent temps.
Now if it was only ever in the 60's (never lower but could go higher) that would win.
But ahhh that furnace heat...
(no sun though... boooo!)

12/18°C warmest month at 40°N sea level is one of the most epic climatic failures I have ever seen

That has to be one of the largest negative temp vs. latitude anomalies on the planet (the opposite of Lofoten Islands in winter), is there anywhere that performs "better" in this category?

Eureka of course. I don't like summerless climates, but I still prefer its to year-round heat.

For annual average it's not that off. Its annual average is almost exactly the same as the US east coast location for its latitude, Long Island, which is also my hometown.

Amsterdam Island in the Indian Ocean has close to the same summer temps at 37S

This point sticking out into the Pacific Ocean at 35°45' N is just as cold in the summer though the data is old:
