I would increase the precipitation...it would lead to more snow. And it would make the too-sunny summers less sunny.

I often think about this. It really depends on my mood, but I think that overall, I would go for warmer summers. If I lived in central or southern England instead of Scotland, I would possibly opt for colder winters instead, because they usually do get periods of warm and even hot weather every summer. But our summers are miserable.

Increase sunshine by 400 hours, that rate we would have between 2150-2500 hours worth of sunshine in the South coast of England, rather than the duller 1750-2100 hours we currently have a year!

For D.C. area increase precip by 200 mm, mostly in the warmer months; with AHS Zone 7 heat it gets a bit dry in the summer at times. Everything else is fine as is. For Pittsburgh, decrease winter temperatures by 6 °C. That would bring the DJF mean temp down to a respectable −6.76 °C.
