They are both well above average for the month too, so I imagine this cold weather has come as a shock to the system to the locals there.
At least here we are usually gradually eased into the colder weather. It takes me much longer to adjust to cold than heat, I'm not a fan of it at all. I hate winter here, it's so bloody depressing!

Yes, you're quite right. Personally, I always have a bit rough time adjusting, but this fall it's been even tougher as the drop has been so radical. And with so many consecutive cool days. To get even one single digit high temp in September is very rare, now the remainder of the month is full of them!
Before this Arctic slap in the face September was well above average, now it seems to be only somewhat above average. Avg high was 19.3C a week ago, and it will drop down to maybe 17C at most.
