Is Miami getting as much as Seattle interesting? I don't follow either climate but considering Miami is well below normal and Seattle just -3.1" below I would say yes?

Yes this is extremely unusual. Especially considering more rain fell in April on the coast than in May, June, and July combined. (Late May is usually the start of the tropical wet season)
If the first half of the year were to repeat at my location I would record 19.96 inches of rain...semi arid?
