South Orkney - stormy, less than 500 hrs of sun per year according to some sources. I would take parts of Antarctica for preference over it.

Perpetually cold, rainy, windy, overcast conditions are the worst for me. I would actually rate these climates higher if they were colder in winter since there would likely be more snow and less rain.

Much though I enjoy spruiking Campbell's awful climate - and it's pretty bad for its latitude re sun and rain - South Orkney is cloudier and considerably colder as well. Torshavn is a worthy competitor of course. It would be nice to see some reliable sun stats for Whittier.

I have a perverse interest in finding the very worst climate on earth. I suspect South Orkney would be hard to beat (South Georgia and the like seems to be considerably sunnier).

Islands in the Barents Sea may also be serious contenders. Obviously, Scandinanvian Islands like the Faroes are notorious as perhaps the cloudiest inhabited places.

There are also the Aleutians / Bering Sea islands but I suspect they're not quite as bad.
