Turku, because its winters are cold enough for a long lasting snow cover and the precipitation is high enough to allow also for larger snow amounts.

And then also the summer is cozy with highs in the low 20s, pleasant nights and as a plus you also have a lot of sunshine there.

My choice for best climate at 60N would be Lerwick. Most likely mildest winters of anywhere in the world at 60N

They're pretty good too but I prefer Whitehorse.
Anchorage isn't too bad either.

Bergen or Turku. But these are all D or F climates, one being an all-out F-.

Turku. Nanortalik is too cool in summer, and Bergen, too mild in winter. The other two - too cold and dry in winter, Madagan's record high is impressive 26 C - even I need a slightly higher record high!
