Only when you look at the UK as a whole. England alone has mostly 0-10 days, apart from the far north where hardly anyone lives, and hilly areas in the Midlands.
Its not 0-10 days most of England is around the 10-20 mark clearly.

I don't think there is a true Mediterranean rainfall pattern.
The main characteristic of a Mediterranean climate is the low frequency of rainy days in summer months; in fact, it tend to be less than or equal to two or three rainy days per month in July and August.
A Mediterranean rainfall pattern has the wettest winter month with 3x the driest summer month. Portsmouth misses out on being Mediterranean by 4mm.
