Can reach 20 C at any time during the winter but in terms of reliably breaking 20 C on most days, usually starts in late April and continues through late October.

There is one major city in the U.S. that usually gets a few 20 C + days every winter (2 or 3 20 C plus days in January are normal) yet, about half of the daytime highs in July are less than 20 C. I bet you weather geeks can figure out this one pretty quickly!
