^^^ My exact comfort range as well

I'm actually okay with and prefer some breeze but yes, too much wind out and it will feel chilly pretty quickly if it is very cloudy out.

I think it generally has to be in the upper 60s (F) for me, although it's a matter of comparison. 60s in the fall feel cold because we're coming out of summer, whereas 60s in the spring feel great because it follows winter.

I live in the Denver area where sunny days feel much warmer than other states, so as long as there is not snow on the ground and it is sunny and calm, the actual temperature doesn't matter much. Here you often see people of both sexes wearing shorts and tanks even on sunny 40-degree days in January! (Again, as long as there is no snow on the ground.)

Otherwise, however, the temp has to be at least 65 degrees for me to wear short sleeves. (OTOH, however, my husband will often wear t-shirts even if there is six inches of snow!)

Above 15 C for outdoor exercise, 20 C for calm + sunny conditions, 22-23 C for windy/cloudy conditions
