Porto easily, because it has rainier summers than Santa Barbara.

However, Santa Barbara is a very close second. Just 10 degrees colder in winter, and it would be perfect.

I would go with Porto. There is an Actual Winter season there unlike Santa Barbara, and January nights can get frosty. Also, there is no "June Gloom" in Porto. Summers are fantastic in both places though.

The major advantage Porto has over S.B is that it's far greener, thus a more pleasant landscape.

While ocean temperature in Porto is not especially warm, it's good enough to enjoy swimming for about 3 months.

So for me it's Porto. (which is in fact one of the best climate in Europe)
