Houston is worse in the summer. A few degrees cooler than Dallas but noticeably more humid. Houston just feels sticky and hot in the worst ways.
I find it funny that people not from Texas tend to think that heat in Texas is always a dry heat. They act really surprised when I tell them Houston is more humid and gets more rainfall than cities they're more familiar with, such as St. Louis, Chicago, Pittsburgh, New York, Philly, etc. (I hesitate to say D.C., because D.C. is oppressively humid, just like Houston.)
I would say that worse summer heat is not in the mix for people who tolerate and like hot steamy summers, but this is my take on this matter. I would say that they are roughly similar to each other. Houston is more humid. Dallas is Hotter than Houston but not quite as Humid. So if one is worse than the other for those who do think such a thing, then both are equally bad.
