However, none of these cities have particularly bad winters. Even though Chicago, Toronto and Boston can get huge dumps of snow in the winter, you can always expect a thaw in a few weeks if not a few days. Where I live, the snow is here to stay, and keeps on piling up, from November through March and even April some years. It's 5-6 months of dangerous living.
Let's assume we all prefer moderate weather and don't particularly love very hot summers (35+ with high humidity) or very cold winters (-30 windchill), or large amount of snow which is not only inconvenient for commuting but also expensive to manage.
I will not assume those and will give you a ranking for each based on a scale of 1-10
Boston - 5 (sucky winters)
Chicago - 5 (sucky winters)
Houston - 5 (hot sticky summers)
Miami - 5 (hot Sticky summers)
New York - 5 (sucky winters)
Philadelphia - 5 (sucky winters)
Toronto unkown
Vancouver - 7 (kinda dreary winters but hey, how can you complain when Whistler-Blackombe and Puget Sound are so close by)
From the one you think is the best to the worst, please rank these cities in terms of weather/climate - considerations should be given to thermal comfort, occurrence of natural disasters (hurricane, tornado, snowstorm), sunshine hours, rain/snow amount etc.

Houston - Still, too hot and humid, but I like the mild winters
Miami - I hate tropical climates, but I still prefer those over cold climates
Vancouver - At least more temperate and less snowy than below despite being overly cool
Philadelphia - Muggy summers, snowy dark winters, no
1. Toronto - solid four season climate
2. Chicago - similar to Toronto but Chicago's summer is slightly too hot for me
3. Boston - ok, decent climate
4. Vancouver - rainy late fall/winter only big negative
5. New York - too muggy
6. Philadelphia - similar to New York but slightly warmer
7. Miami - too warm and muggy but has dry winter weather
8. Houston - one of my least fave US climates (other than Phoenix, Vegas, or New Orleans)
Chicago - close to perfection, much better than all the others
Boston - don't like the seasonal lag and the rainy shoulder seasons
New York - too warm in December
Toronto - too cold in spring
Philadelphia - too warm in December
Houston - at least some cooling in winter
Vancouver - summers too cool and winters way too rainy
Miami - I think I would like to experience a tropical climate but I would probably miss winters
