Just like the warmest month of the year in the northern hemisphere isn't June and the hottest part of the day isn't local noon when the sun is the highest in the sky.

I usually think of it like how the coldest part of the night is not the middle of the night but the last hour or so before sunrise, the point when its been dark the longest. I have no idea if that makes sense with the fact that January is our coldest month, but that's kind of how I think of it. By then, the residual heat from summer and fall is gone, ground is mostly frozen, and it's harder for the air to heat up. It's the same thing for why the hottest part of the year is July and not June.
