Depends if your talking about average or the coldest extreme. Either way I guess it's Minneapolis for a city. But if you're talking rural areas to, probably somewhere in Montana I'd guess.

Talking about average temperature, and it can be rural area.

for winter it would somewhere in Montana or North Dakota?

for the year as a whole, you can't beat the pacific northwest or coastal Maine for crap weather Also the coastal areas of most of California are freezing year round. Half Moon Bay has a July average max of 19ºC

Yes, my guess is International Falls, too OR the other town in Mn. (the name escapes me right now, but someone will come along and know it) Anyway, during the winter they have the "battle of the iceboxes" on TWC and the smaller town usually wins that battle for the coldest spot in the nation.

I believe that Dan answered this question a while back. For the average, it's Langdon, North Dakota. I looked on the map and it's in Northeast North Dakota; not too far from Canada.

If you check the information on City-Data, the lowest average low in that town goes to nearly -10 sometime in January.

Yes, that's it!!!! The town I was trying to think of was "Embarrass".

Average Weather for Embarrass, MN - Temperature and Precipitation

Gets kinda brisk there.
