I bet there are parts of the world at London's latitude where -4 would be record breaking warmth this time of year

Kyzyl's average November high is colder than London's record November low (-7.8c vs -7.0c).

Irkutsk is slightly better, but still awful.

Extreme, just like hot or cold, is relative to what you are used to. People here are talking of extreme cold tomorrow as the high is expected to reach 14C/15C & the low down to 8C/9C lol... Even today at 18C locals were dressed up like they were in Moscow, whilst tourists were out in T-shirts & shorts between the showers

No, I'd call it very warm or hot.
