Yes it does.

The soil has to go below 0c. And anyway it reached about -8c at Valentia island so you can be sure it has reached subzero out in the atlantic.

Nope, I found Fort Yukon, Alaska at 66° 34' (slightly above the Arctic Circle)

Record High: 100 °F (38 °C). Maybe it is the northernmost.

The record low of Flores Island just to the south of it at 39 N is 2.1 °C.

That's impressive! Tiny islands warmed by the Gulf Stream! I wonder if there's anywhere that has not recorded temperatures below 0 °C at above 40 °N, is it possible?

Its not impressive.

39n is closer to the equator.

No it doesn't

Valentia island dropped to -7.7C in 2010, which was a record low. As I said islands further west & further off the coast still may not have ever dropped below 0C...
