I just found Lisbon at 38 °N. Is there something further north without never recording a frost?

I mean temperatures below 0 °C

Bishop's Rock, which lies 4 miles west of the Isles of Scilly off England's south west coast, has a record low of +1C I believe. It is however no more than a rock with a lighthouse on it & it is no longer inhabited as the lighthouse was automated in 1992...

I expect some islands off the coast of southern Ireland may have never recorded a frost, as some places on the extreme coast have record lows of only around -4C or so...

I would think that it would have to be somewhere near France as it won't be anywhere in Ireland or maybe even England.
