It's sometimes (for me) not 100% outside temperature. I get cold easily, but sometimes even if it's only 65-70 outside and your car has been in the sun all day - at least for 5 mins I'll have the a/c on. It will be at least 90 in the car.
I live in New England - so far I've had my a/c on maybe three times this year? For pretty much the reason above. Leaving work - my car was hot, so I had to cool it down.
At night time in the summer - I typically don't have it on. Just roll down the windows.

It really depends if there is sun shine or not. Last week it was 16C and the sun was blazing, enough for me to turn on the AC.
When i am not travelling on the autobahn, i usually roll down the windows.
Never-unless travelling in a hot place elsewhere in the world.
In Hawaii, I take off shirt and roll down windows if it's in the 80's.
