Highest area I have ever been was Hardangervidda mountain plateau in Norway, at 1100-1200 metres (3600-3900 feet) elevation. It was middle of September when we were there, the temperature might be then there around 10C. On the highest areas I saw some snow covered fields there and the snow seemed to be permanent,thus from spring although, as I told, the temperatures were plusses.

Norwegian mountains in July, about 1300 m. 8°C with strong winds and some snow on the ground. But then it's 8°C and windy here now at 60 m.

I met someone who biked up. $3 fee.

The entire route is paved, so a road bike (or mountain bike with road slicks or combo tires) will work fine. Normal gearing (42-28) should be adequate. Typical speeds might be 5 MPH on the climb and 25 MPH on the descent for an average rider. Depending on the wind you might reach max speeds of 30-35 MPH approaching the hairpin turns, and it could be snowing, so make sure your brakes work. The descent will be much colder than the climb due to the wind and reduced effort, so as always bring warm clothes.

Highest is 3270 m / 10,720 feet at Paintbrush Divide in Grand Teton National Park. Susanah18 might be familiar with that spot. Late July last year. Some snow patches left just below, probably around 60°F around noon. Soon followed by scary thunderstorm.

Lembang, Bandung, 4286ft/1306m according to my gps, 6.83 degrees south, so still tropics.
Its significantly cooler than downtown Bandung at ~2300-2500 ft. It was at late morning at like 10am and still 20-21C (high 60s F), late July 2014. High there usually about low-mid 70s F (22-25 C), and low at mid-high 50s F (12-15 C).
