Too cold?! You're in Winnipeg, that's typical late March or early April weather (or the whole month of April in a year like 2014)!
I think formally establishing 'rules' for a thread I was not the OP in is a bit odd, but since tenkier7 had the first answer, and I the second, I'll state the blindingly-obvious: Whoever guesses the last weather history has the sole right to post the next history. I say use your common sense and use entire months except for the current one, in which case
which must be of an entire month except for the current one.
Hints: NOT a ThreadEx station, normal temps for this month are 60.1/48.6F (15.6/9.2C), compared to an actual of 57.0/47.0F (13.9/8.3C), and this month was the driest on record for that calendar month alone (where monthly records qualify for inclusion), but NOT driest for any month. That's all I'll give for now.
Since no one has managed to guess on the spot, my first post was for Yakutat, AK July 1920.

Although the city is one of my favourite geographically, its summer climate is YUCK, which is a parody on the station name.
